First if I was the landlord there would be no shutters added anywhere since the is no place shutters would improve that house .IMO you need gutters to direct the rain awayd from the house a much better addition than shutters .

I like the color of the shutters, but I would paint them the same color as the house to blend in better. I like shutters, but I don't think you need them, so save your money for something else. Why are there no gutters to catch the water when it rains and redirect it ?

It is your land lord’s responsibility to resolve the issue of the gutters and downspouts. This is a serious issue and it is structural, not cosmetic. That is his responsibility. I would do nothing until HE deals with this. Provide him with photos/videos of what happens. His “investment” is being compromised by this issue. Good luck!
