Can’t identify the damage

Whats going on here?
I sprayed 6 days ago once i noticed all the roses getting blackspot. The preventative fungicide propiconazole.
even new dawn is having issues:
this is only on roses in the same bed.
the ones with more sun and air circulation dont have these problems.
