Scale, mealybug, even whitefly and other related squishy critters leave the waxy stuff. Treatment for most is similar. I'd probably start by wiping it off with a damp paper towel. Sometimes it's enough, early on in an infestation.

If you go with insecticides, follow instructions (and I think you need to be sure not to get anything on your rather nice pavers).

Looks like mealybugs to me, so I’d wipe it down with a cotton ball dipped in alcohol.

your plant has gone thru a rough patch.. and its probably very stressed ... ity never fails to amaze me.. how bugs find stressed plant ...

clean up your plant.. snip off all brown part ... and any older fronds.. and while you are doing all that.. look for fronds that are badly affected.. and just remove them in toto ... no plant holds its old leaves forever.. and getting rid of 10% of your problem with one prune cut should make you happy.. even better if you can find multiples..

does that pot drain.. and when is the last time this plant was repotted... media does wear out over the years.. and when it does. it harms the medias ability to manage water properly .. and lo and behold.. when you start to have watering issues.. you end up with burnt leaf ends.. just like your plant ....

my point being.. you might have more issue than just the bugs ...

good luck.. and if you do repot.. keep it out of the sun for a few months...
