Is this Rose Rosette

Hi Gardeners,

This year at the age of 34 I decided to start gardening. I work in a stressful tech environment and was looking for healthy outlets to add to my life to help detox after a long day. Roses, as I'm sure you all agree are beautiful and I enjoy the process of nurturing them through transplant stress, hot days, cold nights into beautiful plants.

Here is where I'm struggling, I'm in eastern Washington state (zip 99338), a dry/arid climate that is incredibly windy and typically hot. We do get some decent cold in late fall through winter, this year has been especially wet. I've planted a number of ground cover roses (Happy Trails - Sunshine, Rainbow, Sunset) an OSO Italian Ice Rose, an Oso Petit Pink, a Amber shrub that I forget the variety, two high voltage Knock Out's, a Black Magic tea hybrid and one other hybrid tea I'm forgetting as well as two Grandiflora's (rock n' roll as well as Pop Art).

The two Grandiflora's are the ones I initially became concerned about. For one they have what I would call "Jurassic" thorns. They also had what appears to me to be mosaic disease based on the leaves. The Rock and Roll also had some strange (to me) looking growth. The second to display weird looking growth was the Knock Out's. I bought them from a big box for dirt cheap and wanted to see if I could return them to health. They weren't in terrible shape but they definitely struggled for the first month I had them and slowly but surely I worked them through to healthy bloomers.

rock and roll 3 - clipping, may have been healthy as any of the leaves look fine but the top caught my attention and the bottom was kind of odd looking despite coming out of the main bud union.

rock and roll 4 - full view of the plant

Pop Art - full view, it's growth didn't have as distinctive of a red as it came up.

For these Knock Out's I looked at the location these larger growths are coming from and they are coming from the bud union/joint where the initial main body of the plant started. On it's face, I didn't think it was an issue but they did grow quite quickly and while it's starting to green up I was worried about how straggly some of the leaves looked.

Thank you in advance for taking a look and hopefully I'm not introducing a problem to my area.
