Please help with recessed lighting when upper cabinets are 24” deep

I know that the general rule is to place recessed lighting 24” away from upper cabinets, or at the edge of the countertops to not create a body shadow. My kitchen cabinets have two rows of upper cabinets. The top row is 24” deep, second row below it, is 12” deep. How far away from the top row of the upper cabinets should I position the recessed task lighting?
The same is for floor to ceiling pantry cabinets that we will have . They are 24” deep. What is the best position for recessed lighting in this case.
Design inspiration picture is attached to give you an idea what I mean with the upper cabinet having two rows.
