This wasn’t designed correctly from the beginning is the problem. You needed a recessed and paneled bottom on your upper cabinets in which to seat a channel with LED tapes lights in a diffuser. That is how you task light your counters. Recessed lights in the room will not get past the blockage provided by the deep cabinets. Your counters will always be in shadow.

The lower row of the uppers will have LED light strings in a channel diffuser which will be flush mounted in a groove as undercabinet lighting.
Do I now need to place the recessed lighting centered in the aisles/walkway between the cabinet wall and the island?
