I have a small DR and painted it BM Abyss - which is a very dark navy (I didn't want it leaning towards royal blue - I wanted a true navy). I cherry furniture. and a very light gray wool rug. The curtains are a navy, gray, white, turquoise bargello pattern. I removed the chair rail, so the walls aren't broken up. My room has 1 window on north wall and 1 on west wall.

Pictures aren't very good

Navy should work in your room. Like the poster above, I agree, the chair rail should come off. It serves no real purpose and just makes the room look shorter..

USE the chair rail to have two colors!! Navy is not so overwhelming if the other half is white!! LOVE your cabinet. This will be a great project!

I think a lot of people dont realize the original purpose of a chair rail is from roman times was to visually break up a tall wall - not to protect it from furniture. so i agree if you go dark like navy to paint navy on top and a lighter color on bottom or use texture like wallpaper on the bottom etc.

Reposition the rug...it's off side.

Move the cabinet off the long wall, and try it on the side of the kitchen (?)door, opposite the door swing. When door is closed balance the height of the cabinet with wall art.

New chandelier: stay with brass, rectangular and 1/2 the size of the table.

New fabric on the chairs:

These ideas because I like the wall color you have . I would just paint the chair rail the same as the walls.

What a difference! Still considering the cabinet. I tried it in the other walls and it didn't seem to fit either. It was my grandmothers so I'd like to keep it, but narrow buffet may make more sense. Thank you so much for all the feedback!

Good job! Look nice!
