Siding Seams Unsightly

We did a full home renovation including new siding on most of the house. The painters have done a very average job inside and now outside, the seams in the siding are totally apparent. Should the expectation be that they would be filled in with caulk and then painted? Our expectations were that the house would be fully prepped prior to painting. Scraping, sanding, caulking, etc. but that does not seem to be the case.
