I'd twist harder.

Not to be insulting, but are you twisting it in the correct direction?...counterclockwise as you're looking up at it. However, before twisting harder, stand on a ladder to see if there is anything on the top side that needs to be unscrewed.

If no other luck, do the other townhomes have the same fixture? Maybe ask a neighbor if they know.

I suspect the globe twists off. Old fixtu;re; the metal is probably corroded. I would spray something like Liquid Wrench or other penetrating lubricant using a small straw up between the globe & metal. Retreat several times a day for several days in a row & then try removing the globe by twisting, Grab onto it with an old towel for safety and to keep your hands from getting oily.
