Pickering used to use Laxa as a rootstock for some of their hardy roses. I had a Harison's Yellow originally from there that I got third or fourth hand that reverted to a quite nice single white that I assumed was Laxa. Unfortunately, it was swallowed by a Rutgers dogwood and a Persicaria parrotia.

I believe the Laxa rootstock is grown from seed, as is most European rootstock. Most US rootstock choices are produced from cuttings. Growing the rootstock from seed would add more time to the 2-year field grown process, making it less economical.

Regarding your R. laxa root stock takeover being swallowed up by your Rutger's Dog wood and Persicaria....

If I was a rose I would protest the least by being swallowed up by a Dogwood and Persicaria. Better that than being overcome with Japanese Knotweed. 😁 It's criminal how J. Knotweed has taken over the countryside here.

Laxa is the standard everywhere here in Europe, with the very rare multiflora or own-root.

Supposedly one advantage of Laxa is to make the roses more tolerant of any soil, especially alkaline soils, which are common in much of Europe.

We never see anything grafted onto Dr Huey or Fortuniana.

I have no idea why these choices were made. @hugogurll is right, the Laxas are grown from seed. Rosas Dot, a nursery and hybridizer from Spain, has a whole page detailing the process (in English).

Palatine Roses in Canada also grafted their old garden roses on Laxa. For their modern roses they grafted them on Multifora. see this link for an example:
