Regrading Around Foundation

A whuke back I posted on here about adding a french or channel drain near my foundaition to divert some surface water to prevent minor basement seepage. The message on here was its best to regrade around the foundation using clay and not topsoil.

I've been searching all the landscape supply companies near me (Cleveland, Ohio) and I cannot find anyone who supplies clay; only topsoil.

So my question: I plan to move the landscape rock, use soil to regrade (1" per 4'), lay a heavy duty non-woven rubber tarp and then replace the rock. The idea is that the tarp will prevent any water from moving down near the foundation. Will this be ok to do, or will it fail miserably?

We recently bought a home in central Ohio and the home inspector suggested we could improve the grading near our foundation. He specifically said to grade with "low perc" soil (he didn't call it clay). I don't know for sure (because this project has not made it anywhere near the top of our list yet), but maybe the change in terminology would help when you call around to landscape supply companies.

Don't see where anyone said "clay." Don't know what non-woven "rubber tarp" is. I've given advice on 2 forums now, the same advice. I'm not just guessing at this stuff.

At times when landscapers do landscaping beds and they remove grass and whatnot to put mulch or stone, they raise landscaping beds by using these materials (stone in your case) but under there, there is a possibility you end up with a pocket near the foundation that collects water, back-pitched grade or poor drainage, and homeowners end up with water issues. I see this in many cases.
