I grow this vine on a fence. We have dogs not cats so I did some checking on-line… As far as I can tell, the vine attracts cats like catnip does and the concern is that cats can damage young vines when the cat ’plays’ with the leaves, so it sounds like you wouldn’t need to worry too much about your neighbour’s cats…! Concentrate on protecting the vine when it is young. We grow it on a chainlink fence and keep the bottom 2-3’ as woody stems, with all the leafy growth at the top. That makes pruning/controlling it easy too.
