*I* would do whatever treatment was less expensive if I had such a tight budget. Whatever you install--leave the blinds that are already on the upper windows.

I'd do both, but start with top down bottom up shades on the bottom windows. Then as you continue to decorate add curtains.

The poster will need to go to HD or Lowes and look online. They are not answering your question @jck910 of whether $200 is total or not.

As we know window treatments are not cheap, so they might need to go with the paper window shades for now.

I had some crazy windows in my former home. I took my time. I am super frugal. I bought long curtains and another set and just put them together with some sad sewing! You can find things if you really want to take the time and research what is affordable and for your space thinking outside the box goes a long way in saving $$$!

One other thought, if yu want to let some light in but hide the brick that is outside those two wondows on the bottom you can get some semi-light filtering curtains.

We do not sell curtains, but here you do need them. The view is obviously not a key argument, so nice curtains the hang above the windows and frame them in is the way to go. Best of Luck.
