Webbed pest on Melaleuca

I bought a melaleuca paper bark shrub and it has some pest on it thats building a web and has all theses tiny spots in the web. I dont know if the spots are the pest or some kind of waste from the pest. All the leaves the affected branches are being eaten or destroyed. There were originally just 2 spots but I've noticed a few small new spots so its spreading.

Does anyone know what this might be?

It is webbing caterpillar.

What you are seeing is the frass (droppings) from the caterpillar. When I see a bit of webbing from this pest, I run my had over the area and pull off the stuff. That's the only treatment I do. If it was a bit more severe than I like, I'd snip off the piece.
