When do I declare a rose dead?

There are a couple of roses I planted last fall which are only developing leaf buds or leaves on one single cane, although they were fully leafed out on all canes when I planted them. And there is one bush (New Day) whose canes are all brown and has no sign of leaf buds. And Fragrant Cloud doesn't have any leaf buds on canes, only from the very bottom of the bush. What's the verdict on these bushes?

I have a couple on the edge. A rabbit ate them to the ground in the fall. The stems are like 1/4" long with maybe 2 tiny leaves. I never knew rabbits could be so ferocious.
