Not always. Often a designer will do the installation as well. Or work with a design/build firm so that all landscaping work from design planning through to completion is addressed by the same company.

And there are just as many designers that do design only and the client does the work or hires a contractor or is referred to one recommended by the designer. Of course, the client pays.
