Are the tops alive? Do the twigs snap if you try to bend them? It looks as if they are dead on top and sprouting from the base.

Where are you?

These are not the hardiest roses in the world, which is me-speak for they are questionable here. So there are many places where a more difficult than recent winters could cause the top growth to die off.

Just prune off the dead stuff, and they should grow back.

To agree with the other posters,... the tops look dead and can be removed. It looks like they are sprouting from the base. Hopefully, that is the Sevillana and not rootstock

Sadly it looks like the growth is coming from the root base. So now do I cut all the other part of the rose bush out? Happily the part of the bush that is growing from the root base is growing and has buds so I will get some roses it looks like.

Cut off the dead parts.

Some can follow all the way back to the center stem with no leaves. Then I would cut all of it even though it does not look dead?

You could wait longer on those if you wish.

Those stems are dead. You can even see that the bark has wrinkled. I asked earlier if the twigs snap. Do they? That would be a sure sign.

They did not snap right off and I guess the deep brown stems even though they look well to me if they snap right off then they are dead. So in fact that is the case do I cut it back and if so how far and when to promote new growth. Thanks to all for the help with this. These Rose bushes have done very well over the last 7 years

Cut the dead stems to the base. When you do it is up to you. Cutting them off will not promote new growth. It just tidies up the bushes.
