It looks close enough that it could be either one - RRD or pesticide damage. I would definitely watch it closely.

That cane is worthless. Were it mine, I'd cut it off as close to the supporting roots as possible and I'd spray around it with a hort oil really densely applied to drown any mites that might be there.

Put a flag where it was and watch obsessively.

What Ann said. It's possible that it's herbicide damage, but it's not worth taking the chance that it is (which would be much preferable, for several reasons). I'm a belt AND suspenders kind of guy where RRV is concerned. You can't take too many precautions. But it's ugly, regardless, so it will be no loss when it meets the pruners.

EDIT: By the way Malcolm, we're all hoping it IS herbicide damage. Really, really, hoping.
