Container Meyer infestation help.

Hi guys, this is follow up yo previous post about my meyer that lost all leaves and hasnt biunced back after winter indoors. i removed all the lemons as suggested. i still have no growth. i mentioned in last post i have a infestation of tiny centipedes or miliprdes. i have tried to remove top 1/4 of soil and ive gone out at night with light and removed all the bugs i see but its still infested.

do i completely remove the tree and tinse all the soul away down to roots. the con is last time i tried that it didnt work well and i lost all the small roots because I’m inly 4 years growing citrus (basically newbie)

Or should I try a soil bath but also need some direction for that. Will it kill these things?

Or neem oil? will it work kn these bugs and can i still eat the fruit if I ever revive this tree?
