Probably not. It depends on how old the scion was that they grafted onto the root stock.

I've had Meyers begin to bloom at that size. Whether they will hold fruit is another issue though. They just do things in their own time. You should definitely see some blooms next season. Maybe even over winter, depending on growing conditions. A lot of Meyers are cutting-grown, as was mine.
