Vinyl plank installed over ceramic tile?

I have a client interested in installing vinyl planks over ceramic tiles. Has anyone had experience doing this? Some flooring shops say it’s permissible and others do not recommend. The tile has a hand sculpted finish and 1/4” grout lines that slightly recede. So skim coating the tile is one recommendation, though messy. The client is interested in this option hoping to save money avoiding the demo of the ceramic.

Another issue is carpet in the bedrooms to be removed and vinyled. So a reducer transom will be needed because of the level change from bare slab/vinyl to ceramic skim coated/vinyl. Please advise as I’d rather see a complete demo and new flooring installed throughout, but need to be cost conscious. Thanks
