Your plant is a Pilea - Pilea peperomioides - not a Peperomia. The small white residue does not look serious. Can you rub it off?

Guttation is a physiological phenomenon during which the plant exudes xylem sap through small but naturally occurring openings (hydathodes or stomata) in the leaf (sometimes stem) surface. It occurs when the plant's internal water pressure (turgidity) becomes elevated to the degree it forces sap through the openings. The most common point through which the exudate escapes is at the end of vascular bundles (veins) in leaves, which terminate at leaf tips and margins.

Guttation is common in some species of plants, a normal part of their physiology, and not as common in other plants, although it can occur in any plant. Conditions which cause guttation are those that limit respiration. Primary causes and contributors to guttation include closed stomata during the dark cycle, over-watering, humid conditions, cool conditions, low light, and defoliation. Any number of organic compounds dissolved in the sap oozing from these leaf openings leave deposits on leaf surfaces when the water in the sap evaporates and the sap thickens or crystallizes. What you're seeing is salt, sugars, carbonates/lime, latex, ....... condensed sap.

With one exception, it's nothing to worry about unless the exudate drips on whatever is beneath the plant or some brand of fungaluglies start growing on the secretion (most commonly, sooty mold), which could eventually reduce the leaf's photosynthesizing ability.

The exception: When guttation is caused by over-watering, its most common cause, and where it is not occurring as a phenomenon typical of the plant, it's a serious issue. While the consequence of the symptom shouldn't be anything to worry about; the cause of the symptom should. Over-watering seriously limits your plant's potential in terms of growth, vitality (health), and appearance, and sets the stage for fungal infection of roots by any of the several damping-off diseases.

With a pot that small, picking it up should be your best gauge of the moisture content. I haven't had that kind of Pilea but have had several other species of Pilea and they have all been thirsty plants, wilting and not doing well if they get too dry.
