How much root space does podocarpus need in this example?

We wanted a podocarpus hedge near our block wall for added sound insulation and more privacy. We realized that since the wall was constructed on our side of the property, there is an L shaped footing that is 12" deep and goes 28" out from the wall. So we probably need to add more dirt and create a raised planter box against the wall and plant them about 18" from the wall.

(A) What's the minimum we should build up the box?

(B) Will those roots find their way around and under that footing so they can actually reach 10 or so feet one day?
