Any ideas on prepping this nightmare ceiling for paint?

I’m moving into an apartment that’s ~100 yrs old and hasn’t been renovated in a long time. It’s in rough shape, so we’re going to paint it, but since it’s a rental we're tryingto get the most bang for our buck/effort without breaking the bank or our backs. Doesn’t have to be perfect, just decent.

These photos are of the ceiling in one of the bedrooms. Any idea what’s going on there with the big vein or the straight lines? It almost looks like some sort of wallpaper was stuck on there but it’s hard to tell.

Any/all suggestions on how to handle it would be appreciated. (Fwiw, there’s an attic above it — it’s essentially a big house that’s divided into 2 apts.) Thank you!!
