Patricia Colwell, I just wanted to see this plan on a blueprint. I also wanted to see others close to this idea. 3 levels, with the house on the 3rd level. 2nd level recreation, cook out area. 1st level parking. Sorry for the confusion!

There are lots of ideas and links on line, some with plans (vs blueprints), but if ready to go from a conceptual stage to actual planning, suggest reaching out to companies that specialize in this type of home. Seeing blueprints of homes that would meet your budget and criteria is your best option.

A city lot house is designed with public rooms on the first level and bedrooms on the second level so having parking etc. on the ground level for a seaside house would be quite normal. You are going up rather then out. All depends on the land you have to build on and what style you want. Other posters have given you great examples.

I think if the OP built something like RT Hawk shows, his neighbors may be worried he knows something they do not know.

What does seaside second tier level mean? Does that mean you're one row back from the beach? In that situation, there may be an advantage to putting the living areas on the top floor for a better view.

There are height restrictions on building to keep you from blocking your neighbor’s view. I doubt that 3 story idea with a weird deck under the house would pass any type of approval process.
