Those are leaf galls. They're usually of little concern. Leaf galls are the leaf cells being induced to form a shell around the irritant. The shell is on top of the leaf, and underunderneath the leaf is where the irritant attacks. Could be a weird kind of mite, unusual species of insect, something like an aphid, bacteria, fungus, or virus.

Crown gall grows on the crown or stems as far as I know and it is definitely a bacteria that causes it.

In grape leaf galls the aphid like insect lives inside the gall itself with an openings to the gall from underneath the leaf. They, once inside the gall, stay put.

Certainly, you are concerned. If it turns out to be an insect, a spray with a systemic like Bayer Complete Insect Killer should knock it out but good. The current galls will not disappear, but the insects will be eliminated to prevent any possible further damage. Yet, the word is that galls on leaves, at least rose leaves, are of little concern. Gall on grape leaves are very destructive, however.
