Each builder will have their own ways and preferences of building. But 99.9% chance you will have wood framing which will be bred from the Pacific NW, structurally sound, and all builders get their materials from similar lumberyards sourcing the same things.

Other building system choices beyond framing might make a difference in "quality," but a lot of the measurement has to do with process and workmanship, not just materials. Often, homeowners misinterpret "solid" and "amenities" for what they are looking for - examples would be building a masonry house thinking that's more "quality," but the masons might be unskilled tradespersons, or seeing granite countertops.

What is suggested is a two part process. Finding a material preference, like using AdvanTech X-Factor or regular AdvanTech subflooring. And then finding a rough crew with experience using that product. Preferably on their existing jobs.

The foundation plan appears to have been created by someone not qualified to create those, someone who does not understand structure, design, or construction. Whether it is sufficient for permit is known only by that permit office.
