The yellow flower maybe a dandelion seed head. Did you see puff balls last year?

The yellow flower develops into a puff ball of seeds.

I don't think it is a dandelion, The leaves are up in the air versus how a dandelion grows along the ground. I will have to see what happens to the flower as it ages.

Seconding Tragopogon dubius. Not easy to pull as it has a tap root. You might need to dig a bit.

Since it's in a patch of poppies, a natural combo in the wild, I suppose you could just leave it be. But the seed will blow into other areas.

Yes, it has spread. Last year I only a a few and this year I already have 10 or so scattered thru the landscaping.

The poppies are pretty but short lived and ugly afterwards. I pull a good amount every year to tame them but they don't go away.

A weed is just something you don’t want in that particular location. If you like it, leave it alone.

Once it (and the poppies) lose their flowers, they become weeds as per Anne Duke's definition.
