4 x 4? It's just a baby! They are so cute at that age.

Location would definitely help, but I think the answer would be the same pretty much anywhere. It is still growing, and the overfeeding isn't helping. I don't think I've ever fed mine, and I know I haven't fed it in the last 15 years.

Then Mad has to be right. I grew it in Alaska and I don't think I fed the roses much.

i will try with no more fertilizer this season. i had only given it minimal once, as the other bushes early in april though

A lot of large roses won't bloom until they get large. It needs to be about twice as big as it is now before it will be happy enough to bloom. If it is 3 years old, and only 4 x 4, I assume it started as a band. Those can easily take five years before they do anything. It just takes time.

From band size planted at the end of the season, this rose began blooming for me the following spring and has never had a bad blooming year. So it's quite possible for it to be happy enough to bloom even when very young and small, and I'm not sure why it would need to be 8x8 to bloom. That seems silly to me.

Are you pruning it each year? Some roses only bloom on old wood.
