They are oak with oil based polyurethane. You could paint them, carpet them, or refinish them.

Those steps don't exist in a vacuum. Show what the flooring is above and below.

Paint would not be my first choice.

Funny enough it is some fake wood looking flooring. I am a new owner of the house. I do understand the vacuum comment.

I would not paint them. If you want a different color for some reason, strip them down, sand them well, and restain them the color you want them, and use high quality floor poly on them. In other words treat them like refinishing hardwood flooring. Paint wears off, and you will be sanding them, down and repainting them, often, if you use paint.
