Question regarding onion topsets

what type of onions produce topset onions (ie baby onions on the flower stalk)? i know of this behavior with Egyptian walking onions but does this happen with other onions? basically i had some traditional onions which i must have missed from last years harvest (i believe a sweet onion variety) that came up this year and produced a flower head. i allowed it to go to seed and was letting it dry out to collect seeds but subsequently 3 small onion bulbs developed in the midst of all of these other seeds in the flower head. to be clear, these dont look like sprouted regular seeds but actually are small onion bulbs. just curious if this is expected and normal or how this could have happened? also of potential relevance is that in the nearby garden bed i do have Welch bunching onions so did this somehow develop as a hybrid cross like Egyptian onions?
