Wipe down the walls with vinegar to break up as much of that glue as possible and then prime with shellac. Wallpaper adhesive will make regular paint alligator.

Are you sure you got the backing paper for the wallpaper off. It almost looks like all you have removed was the top layer. That writing may be on the backing paper. If so, that all needs to be removed too.

Gardz is good - if glue is water soluable spong off lightly. If not leave on and use the Gardz. Do all your surface repairs before priming. Is that drywall or plaster, are those drywall screws - would need to sink in, fill/sand smooth prior to priming. Dont sand or roughen up the outer paper layer of drywall.
