Do you know what rose it is? Some of those canes don't look alive to me, but it could be a trick or the light in the photos. I would cut out anything that is definitely not alive, in the first instance. In the UK, pruning time is around February (January to March, depending on weather and climate). Hopefully others will have more ideas!

thanks for your feedback. All the canes are alive and producing, but they are so abrupt in how they are growing, it's alarming.

If you cut a small branch further up just to see if there is a green pith, that might help you determine if it is a living branch. Also if you break a small twig and it cracks and breaks easily, it is dead, but if it resists then it could well be alive. Hope this helps.

Sometimes roses grow into shapes we are not too keen on. I am not the best at pruning, but if it were me I would try to visualise the framework shape I wanted to achieve. An open vase shape is often advocated in general. Looking more carefully at your photos, I can see shoots on the canes that did not previously to me, look too alive.

I've taken the liberty at this point to take a larger hack at the rose.

In the best of results, it might force some growth out of the old wood. Or maybe get new basal canes.

All the old wood has growth that blooms, but this is a ridiculous mess of geometry.
