Please Identify Plants In This Photo

Can someone identify the two plants to the left of the statue in the attached photo? One leaf is variegated and the other is a solid lime green. Are those plants likely to be evergreen in zone 9b?

The original picture is definitely a Weigela. It is NOT a variegated Euonymus. Your app is wrong. They often are.

Based on leaf shape and arrangement, variegation and remains of the spent flowers, I'd guess weigela. Not evergreen and subject to reversion.

A third. It's definitely a reverting variegated Weigela. Pink flowers. Not evergreen anywhere.

Is there any ivy or variegated vine that would have a similar leaf and stay evergreen in zone 9b?

Instead, consider Pittosporum tenuifolium 'Marjorie Channon' or Rhamnus alaternus ‘Variegata’. They at least bear a resemblance to the weigela wrt foliage appearance. If you are just going for the variegation, Buxus sempervirens 'Variegata', Daphne x burkwoodii 'Carol Mackie' or Pieris japonica 'Variegata' could work. ALL are evergreen.

Ease of location by mail order may be hampered by CA ag restrictions. However, this OR nursery does offer it with no shipping restrictions.

For an idea of the appearance this is a variegated Trachelospermum jasminoides I passed this morning. Growing in a front garden near me. (The red buds belong to a Virginia Creeper.)

They're happy in partial shade. I wouldn't say they 'prefer' it. They're also happy in full sun.
