Echinaceas can develop a couple of leaf spots, both of which are bacterial in nature and are encouraged by wet weather. Not much you can do other than avoid getting water on the foliage as much as possible and avoid working around the plants when wet.

You can remove the most affected foliage if you wish but it should not affect flowering..
