Kitchen Layout Woes

I'm not much of a chef. I can do without an island but need counter space. I don't like the layout of my kitchen. No measurements for the kitchen yet.
Is it feasible to do the following...
Place the dishwasher next to the sink
Add a cabinet next to the stove so it is not next to the door.
Build an appliance cabinet (not a fan of microwave over the stove)
Create a counter-height cabinetry next to the wall by the refrigerator.
Can I accomplish this with the existing space or would I need to build a bump-out with a budget of $50 to $75K?
