From what I remember growing 'Peppermint Stick' Zinnias was that the flowers were not all uniformly striped white and red, there were some flowers that were almost all white, some with a little striping, some with more and some plants had flowers that were more red than white.

If these were planted in a garden bed I don't think they would clearly convey white and red to the eye. Why not just plant two different zinnias, one that is all red, and one that is all white? That would make more of a color statement.

Yes, that was Plan B (to plant red zinnias and white ones together) but I thought the stripes would be nice. Thanks for the input.

This is a dwarf bedding-type Zinnia, rather than a tall variety, but I've definitely seen it in "real life" looking much like the photos:

There's also 'Starlight Rose' in the Profusion series (again, a dwarf, bushy type Zinnia) which is more white with a dark fuchsia center, rather than a true "striped" look:

I had an idea yesterday. What if I planted red zinnias in a row, then white ones in a row next to it, then red, then white? ha I was originally just going to plant them mixed together. I don't have a whole lot of space tho, so they would have to be short "stripes".

- or - you could plant red and white profusion zinnias which stay lower and spread out and stay uniform all summer - disease resistant - interplanted with deep blue and white petunias - maybe even stiped petunias! The possibilities are endless.

I am not a fan of rows of flowering plants in the garden unless they are being used for cut flowers but I understand this is your project! If you have a smaller space and not a large amount of plant material to work with, floral rows depicting the American flag in your garden isn't realistically going to work well. Just put something together that is balanced, understandable in the garden and the colors are all clear reds whites and blues. You can't go wrong. It is a total classic color combo, my grandma wore those colors all of the time!!
