if the concrete is dry, I would say it is the sealant application, did they spray it on?

That looks like improper water management, with water from the beds washing over it and discoloring it. Concrete should not be sealed. It causes issues with spalling.

Yes the sealer was sprayed on the day after the pour , now its been 2 months and it still looks like its wet or moisture is trapped

I'm with PPF, I think you should contact the contractor and ask them about it.

Uneven application, moisture trapped under the sealer, or applying it in high humidity can all cause streaks or blotchiness. Try cleaning a small area with a mild degreaser, if the streaks remain, the sealer probably needs to be stripped and reapplied evenly.

I may be very wrong, but when the sidewalks were done near me, they had to cure for weeks! They were blocked off and then I saw the sealer being put on.

I wonder if a driveway is the same thing. How would you put a sealer over wet concrete? A day doesn't seem like enough.

Exactly ^^^. One would think that the sealer is preventing the concrete from curing / drying properly for sure. Takes weeks to months for the concrete to cure completely.

Of course there is moisture trapped hope by now you have got the contractor to fix this .
