Looks like your panel is directly below that spot where all the wires are bundled. All wires get holes cut in things to run them through. They are supposed to be protected by nailing plates, so you don't accidentally put a nail through them.

Not sure what you are trying to have explained. The ganged switch receptacle looks to have been DIYed, that is not how an electrician would cable without slack. The floor looks to maybe be in the attic and have too many cables bundled together, but needs more context.
