It looks as if your columnar ginkgo was grafted. The rootstock has outgrown the scion and needs to be removed. Cut the vigorous shoot off. Also remove the tight plastic tape.

Your first pictures are too close up to get an idea of what the entire crown is doing.

A couple pictures a few feet further back might get you more comments. ;-)

Just my opinion, but some convoluted branching on a small serviceberry would not be an issue for me, at least. I don't see any bark-inclusion forks there. The only issue for me might be branches that extend too far into the sidewalk/road areas.

Ginkgo: I don't think it's clear where the graft is in the photo, could be above the bottom blue tape, could be below. Find out for certain before cutting anything. If the vigorous side shoot is above the graft, I would for sure keep it as the leader.

I would NOT keep the long shoot. If OP wants the columnar cultivar they must keep the short stocky vertical stem with close internodes. The long shoot is just the straight species. It can simply be cut flush with the stem.

Thank you so much! We had snomageddon but here are updates. I know enough about pruning to know there’s not supposed to be rubbing, but that’s about it. I think after looking up bark forking that I was worried it might come to that in part of the tree. Forgive please that it’s not the straightest of trees…

It appears to be as I thought when I viewed your first picture.

The one branch is growing up into and through the crown.

You can check it to see if it is coming out or into the opposite side of the crown.

If it is, I'd remove that one so the tree can develop properly.

Others may chime in also abut this.
