When & how much to prune back hardy fuchsia

What practice is best for pruning hardy fuchsia in PNW? I’ve read conflicting advice between cut back to couple inches off ground & cut back to about half height. The only constant is to wait for signs of new growth. I do know these plants bloom on new wood so they do need some pruning. I’m planning to prune mine this week which is early but our winter was so mild that things are sprouting all around. So, what should I do - cut to ground or cut back half? Does either practice make a difference in when the plant will bloom?
