If you include no trees or shrubs in the design, you will find it very difficult to achieve anything like "4 season, year round color", especially somewhere like Reno with winter snow accumulation.

Unless you're currently spending a lot of time watering that shrubbery, I'd move it. What are they? Plants that would flower if not pruned? Boring, invasive water-hogs? To move large shrubs, cut them down by 1/3, dig them up and water a lot in the new spot. If you do a front seating area you might want some privacy, for example, putting the oversized shrubs in a boomerang-shaped bed between the road and the sitting area, but not too close to either.

My biggest suggestion is to trim back some of the current planting so you can actually see the front of your house.
