Golden Bamboo question in michigan

Planted golden bamboo shortly after moving to the new house, been 7 years or so and it's been going gangbuster every year, weathering all seasons, snow, ice, frost, etc, no problem. This year, however, a lot of the bamboo suddenly seems to have gone dead, or at least is only putting out a leaf here or there, from the original canes to the ones from last year. Perhaps unrelated, we're seeing a huge flush of small, sucker shoots. Little miniature things. It's the middle of June now. And there's a "hedge" of what seems like gold bamboo I pass to and from work and it seems to be having the same issue. Didn't think anything crazy happened this winter over past ones. Should I cut down this fall, or is there any hope the canes might revive next year? Should I cut down all the suckers this fall?
