What is the issue with these white oak floors?

Can you give me your professional opinion on these floors? They’re white oak, finished with Bona NordicSeal and Bona Traffic HD. We believe the crew followed a proper sanding process, but the execution seems poor. Currently there is one coat of NordicSeal and one coat of Traffic HD. When they attempted a second coat of NordicSeal, the area in photo 2 turned milky/gray. That area was previously done 3 years ago with Nordic and traffic and looked fantastic - now with the refinishing, the area is gray. There are also splotchy areas in the raw wood that was installed, roughness, gaps and boards with a lot of visible filler that look like corners were knicked. Before they buff and put the second Traffic coat on, I’d like to know whether you think this can be corrected by buffing/recoating or whether the floor needs to go back to raw wood and be resanded.

Looking at these photos, does this look primarily like a sanding/preparation problem, a NordicSeal application problem, or both?
