#3 makes the most sense. I think the ceiling rule is silly. There are all sorts of "rules" that make little sense in some circumstances. #2 with two different curtain heights looks off to me.

With the existing sheers staying, I’d use the lower placement that lets the new panels hide the sheer/vertical-blind header, rather than forcing the rod up to the ceiling and leaving two competing top lines. Before drilling, tape the proposed rod line on the wall and check it from the doorway. Also check the bracket projection and where the panels stack when open: they should clear the blind track and door handle, and sit mostly outside the glass so you don’t lose light or access. There’s no reason to follow the ceiling-height rule when it makes the two treatments look disconnected.

I'd hang them high.
