Advice - exposed silver chimney flues?

Hi all: One property I'm considering buying had exposed silver chimney flues. Not sure what to make of this. It feels like it might have been a "band-aid" fix that ultimately will need some work (for aesthetic and safety reasons). I'm looking for insight on why a homeowner would choose to keep the tubes exposed (it is an 1810 greek revival home) and what work (permits, inspections, construction, costs) would be required to enclose the tubes if I decide to buy the home. They probably left them exposed because it was less complicated than putting them inside the house. You would need to get a building permit. If the house is in some kind of special planning area or if it is historically listed somehow, then you might need to get some special approvals. You might use the Pro Finder to enlist the help of a local architect. They could probably give you more specific guidance.

I don't think they're so bad. I'd plant a big bush to hide the angled part. Then you'd have two shiny parallel pipes, which is not bad at all.

I'd go down to city hall and look at the permits they have already gotten before I'd seriously consider an offer. Ask the building inspectors: if you show them photos, they will remember the house. I don't think this would pass inspection where I live. I'd be suspicious of other things they may have done to cut corners or expenses or both.
