What's planted in gray rectangular planters above boxwoods?

I have 3 (36X10X10) cement planters on my stone veneer fence and would like something evergreen to put in them so I don't have to plant anew each spring and can look out on something green and beautiful in winter cold and snow (New York).

The plants in the troughs are Lavandula angustifolia Hidcote. It is a compact growing lavender that I keep clipped tight and do not let flower. It creates a beautiful tight shape and in the UK survives happily as long as its well watered in the summer,
