Red and white ticking (stripes) fabric will start to brighten the room. Use a mirror to bounce light around. A quilt hung on the wall will break up the darker panelling and bring in another color to work with.

A large white comforter (or cream - try to get close to the white in the quilt) on the bed with a white bedskirt will brighten the room. Put one or two decorative pillows with a bit of red on them on the bed. You can put an old fashioned white dresser scarf on the dresser. You might even find a vintage one. (In the olden days - back when I was a kid, a dresser would have a pretty piece of fabric or lace on the top - covered most of the top for protection because they did not have the hard protective waterproof coatings they have today.) A few plates with a bit of red would look very cottage on a wall.
