Is that a faucet over the stove? If so, what function does it serve?

Good question! Yes, it is called a pot filler faucet. It is used to fill deep cooking pots with cold water making it more convenient when cooking. It also makes it easier so you do not have to carry such large and heavy pots from the sink to the stove. They can get heavy. After cooking some of the water will of course evaporate making the pot less heavy to drain in the sink.
