What’s the purpose of those bounded, raised shallow plant beds? Perhaps to isolate those bed plants which have different soil requirements, to isolate bed trees or bushes that may have invasive roots that maybe damaging to surrounding plants, to restrict growth of trees or bushes that are planted on the bed, to be able to plant things where there maybe pipes running underneath, to retain moisture in the bed soil for those water needy plants, to avoid areas that can flood during heavy rains, etc.
Interesting built in containers for plants. Keeps plants separated which is great if a plant is invasive such as some bamboo variety. Give some shorter plants extra height perhaps providing some window privacy without having to find specifically tall plants. Perhaps easier to dig up and out if they don't do well. The height gets some of them further away from pets where the plants might be poisonous to them. The height also can get them away from some critters which may hide behind them or even would otherwise make burrowing holes near them.
