Owens Custom Pools

We contracted Owens Custom Pools in April 2025, we paid the deposit of $70k directly to Owens Custom Pools and over $40k to their subcontractors. Despite these substantial payments, the project currently consists only of a large hole in our backyard and partial subcontractor work. Communication has been poor. The project manager left the company without notice, and when we tried to reach out to the owner, Phoenix Owens, his voicemail was full and we received no return calls or responses to texts. Their office also now appears vacated. We have sent a certified 30-day pre-complaint notice to the company and are preparing to file a complaint with the Oregon Construction Contractors Board. We’re sharing this so others are aware of our experience before entering into a contract.

We signed a contract with Owens Custom Pools in May. We paid our $54,000 deposit to begin the permit process to build our pool. They said they would not order our pool until the permit process was complete. Our permit was approved in the beginning of August and we were ready to order the pool and put in as soon as it was ready. We ripped up the concrete, gigantic hole was dug, air conditioning unit was moved, and all sprinklers were shut off getting ready for installation. After another $17,000 check was written, we were ready. After continued attempts, we were strung along. No pool has been ordered, and no one will call us back. Our contractor that we had worked with for the past couple of months was "let go". We now are out over $70,000, with no pool, and a dying dirt pit in our backyard. We have contacted the BBB as well as Contractors board. They are apparently still trying to drum up business to cover the debt they currently hold. Do not do business with this company.

David Owens & his crew are great. In the design phase David is creative, thoughtful and customer oriented. The construction process was timely & his crew was smooth to work with & around. We love the finished product and it came in right on budget, no surprises. His customer service during the project and afterwards has been really impressive. Very happy family!

David Owens knows pools. He has been around it his whole life and can answer any type of question you have about pools or spas. Not only is he a great source of information but he knows how to build a pool right. As a general contractor I hate call backs, it's tough on my reputation and it's a good way to loose money. That's why I hire David Owens to do all of my custom spa and pool projects. I know he will install it correctly and it will last. My clients are happy and I'm happy. I can't tell you how important it is to find good trustworthy sub contractors and I have no problem recommending David to anyone thinking of a pool or spa.
